though still functioning, this light on Esplanade's only support is its nearby streetlight. It seems like its sending out mixed messages. Stop and go. not unlike New Orleans. Rebuild but wait. Is it safe? Do you qualify? Most people seem like they're waiting on something, or moving on. Others have moved back in, and opened up for business, or found new lodgings in or out of town..... If the lights are still on......and the heat works
